    Considering the entire situation, I believe funding backup generators that are above the water line. I think that not fixing the known problem about the generators being under the water line was significant because they have patients whose life relies on the use of electricity. At least with functioning electricity you would be able to communicate with the outside world, especially in such a crisis having resources and support even if they were unable to get to them immediately. There are crisis managers out there that could perhaps guide them in such a way that those who were euthanized may have been able to be saved. Even if there was a leader to correct their ethical or moral judgement in this disaster.
