    1. Basically there should have already been a plan for emergencies before it had even happened. There should always be a solution or plan with the worst scenario considered especially when it is your duty to keep people safe.
    2. He thought it was smarter to end the lives rather than to prolong suffering.
    3. Nothing was taken into consideration they literally took it into their own hands to determine the fate of everybody. Religious beliefs weren’t considered or end of life preferences.
