    I think the most important thing that could have been improved upon was the disaster planning by the hospital staff. There seemed to be no real chain of command as the disaster unfolded and that really lead to much of the uncertainty and despair. Another issue relating to the poor planning was the storage of supplies and safety equipment like generators. Placing those items in the basement knowing that flooding could occur was a very poor choice. I think if I could make one major improvement in anticipation of the next natural disaster it would be to have more generators and to store them in a safer place. The lack of electricity really made the situation unbearable from the beginning.
