The hospital turned people away because there wasn’t any room or resources for more people to come in. Race was not a factor because everyone was being turned away. In this circumstance I believe it was necessary to euthanize the pets because there was no option. Pets have stronger senses than humans and they could have sniffed around for food and ate the food that their owner was supposed to eat because they were starving too.
Someone in Dr. Cooks position I’m not surprised by the viewpoint especially because Nurses are more so on the frontlines of thing and because they were connecting with patient on a physical and emotional level than the doctor that is more likely to see them as a number I would understand why the Nurse has more compassion even in the midst of crisis and to see that she is not only a patient but a mother that happens to be dying of cancer.
What impacted communication was that the hurricane effected electricity and that made phones go down and din’t allow people to communicated with their superiors.
