1. dr pou strikes me as a very compassionate and caring dr who makes decisions that she truly thinks are are in the best intrest of her patients. i think her weakness was just being extremely unprepared for this type of tragedy.
2. its very demoralizing to think they may have gotten through the worst with the hurricane, only to find out there was more potential flooding coming.
3. martial law is instated to combat the looters taking advantage of the tragedy for their own gain
