They didn’t have a protocol for this and I think they may have thought more could have been done when the investigation took place.
AMA didnt take place till after the hurricane.
They made the best choice and not everyone agrees but not everyone had to go through what the doctors had to go through, they saved as many people as they could.
Nursing is all about critical decisions, knowing what patient to treat first and doing your best to treat all.
