I believe if the hospital would have been better prepared things may have gone differently. They based all the preparations on things that did happen before, thinking it would not get worse than that. They had no “what if” contingencies. You should always plan for the absolute worst.

Also if the hospital had put money into upgrading everything that may have made a difference as well
