Better disaster planning for the hospital staff would have done the best, because life matters which could be backup power, running water, the transportation support system for the patients, and a good evacuation plan in general for the hospital.
If I could only fund one idea before the next Hurricane season, it would be a giant backup generator because life was about learning to solve the problem through experiences I read in part one of the books that they went through a lot of challenges due to the fact that they lack backup power and it really dealt with them.
